Transparency International examined the practice of lobbying and the attempts to regulate it in 19 European countries and within the three core EU institutions. When left unchecked and inadequately regulated, lobbying can open the door to corruption, allowing undue and unfair influence to enter public decision-making processes. When lobbying happens in secret, beyond public scrutiny, it becomes difficult for citizens to hold those entrusted with public power to account.
